Sustainable development of RES industry

 

Abstract

Struggles that investors face can be divided into two as “ability of project generation” and “implementation of the project that is generated“. Uncertainity in the projects, procedures and methods, which are frequently updated, and principles are common points for these two obstacles. What causes the problems depending on the fact of project generating is limited supply, although there are many requests towards RES projects. The fact that investors, that enable various conditions, can start the project without tenders may be presented as a solution in the ability of project generation. In the stage of project implementation, projects that are dated as November 1st, 2007 show us the development periods between 3 years and 5 years. Considering periods such as the durations of pre-license and license, tenders and implementations, starting to the project and implementations on RES projects, it is obvious that we are not able to manage long-term projects as such with short-term solutions.

The fact that a fair amount of capacity can be delegated keep Turkey’s domestic demand alive will pave the way both for the existing generators, domestic supply chain and for the generators that are going into sector. If we can create a sustainable market structure, rather than suddenly developed bids having high capacities, both supply chain, long-term equipment, the agreements of raw material procurement and “the guarantee of future” and “fundability” that are required for long-term power purchase agreements becomes possible.

Differences that are exclusive to the regions of pre-licence holder projects and institutions’ different experiences make long and contradictory durations difficult. Management from one authority is the ideal way. But unfortunately, it is not fast and active when applied. (f.g. TEA). For instance, comments and remarks that don’t include in duties and responsibilities of the relevant units may be shared between regional directorates and rural organization. Throughout the time, we are face to face with risks that create obstacles such as extention of wind plants’ investment periods, increase in currency and financing cost because of the uncertainity in project development periods.

What we suggest is to create “the book of Turkey RES implementation rules” in association with public and private institutions. Energy is indispensable for environment, medical and administrative institutions, however, if it is determined in a reasonable way, arbitrariness and differences between comments disappear; periods of allowance, in terms of quality and quantity, are identified for every project. Otherwise, we may come face to face with authorities that transfer the issue to experts, for the reason of not being an expert, and that still impede the decision, even though there are 2 expert opinions about it. Every delay damages the projects, decreases public welfare, and moreover, it increases energy importation and carbon emission. Taking capacity and YEKA bids into consideration, our country’s potential provides an opportunity. In order to make it real, we wish a supporting administrative decree to be revealed.

 

Biography

Born in Istanbul in 1977, married with one daughter.

After graduated from Lycée Saint-Joseph in 1996, he graduated from Galatasaray University with a Bachelor’s degree in Public Administration and Political Science in 2001 and a MBA degree from Universitat Oberta de Catalunya, Spain.

Mr. Erol began his professional career working at Doğuş Holding between 2002 and 2006. As of 2007, relating with foreign direct investments, he served as the Head Project Manager and Chief Advisor at ISPAT (the Turkish National Agency for Support and Promotion of Investments), after working in the different types of positions in building and tourism sectors.

In the years of 2010 – 2012 and 2015 – 2016, Mr. Erol was reintegrated to Turkerler Holding first as Business Development Coordinator and then as the Deputy General Manager of Energy division to coordinate project development, investment, project finance and  M&A’s on wind, geothermal and hydroelectric projects.

Between 2012 and 2014, Mr. Erol became the CEO of Aksan Law Firm, one of the largest Turkish law firms. In the meantime, he was also the Managing Partner to Altarys Consulting, an international business development advisory company.

Since 2016, he is working as the General Manager at RES Anatolia, the Turkish subsidiary of RES GROUP that is a prominent global renewable energy company, expert on project development and investments in wind, solar and energy storage activities with a portfolio over 12 GW.
